Rourkela Airport operates from a modern 5,785-square-foot passenger terminal building inaugurated in January 2023, representing the successful transformation of a former Steel Authority of India Limited (SAIL) private airstrip into a full-service commercial airport following a comprehensive ₹64.24 crore upgrade project managed by the Airports Authority of India. Located 10 kilometers west of Rourkela Railway Station in Sundargarh district, this facility serves the industrial heartland of Odisha where the massive Rourkela Steel Plant has anchored regional economic development since the 1950s, making aviation connectivity essential for business travelers, steel industry executives, and government officials accessing one of India's most important heavy industrial centers.

The terminal building features modular design architecture capable of handling 50 arriving and 50 departing passengers simultaneously with scope for future expansion, while interior décor showcases local Odishan handicrafts, cultural artwork, and tourist destinations reflecting the region's rich heritage beyond its industrial prominence. Essential passenger amenities include comfortable waiting areas designed for tropical climate conditions, basic dining facilities, restrooms, and airline service counters for Alliance Air operations that commenced commercial service in January 2023 with direct connections to Bhubaneswar and expanded to include Kolkata routes beginning September 2023.

Operational infrastructure centers on the extended 1,930-meter asphalt runway (09/27) lengthened from the original 1,765 meters to accommodate ATR-72 and De Havilland 8-400 aircraft essential for reliable regional connectivity, complemented by a new apron facility, parallel taxiway system, and modern perimeter security appropriate for commercial aviation operations under the airport's DGCA aerodrome license (ARC 2C) valid through January 2028.
